What it does not do
Knowing where a capability stops is part of deciding whether to buy it.
It does not act on a saving
Accepting records the decision. It does not resize, stop or delete anything in your account.

The upper bound assumes every open recommendation is accepted and realised. Treat it as the most you could save, not what you will save.
